I purchased everything at the Dollar Tree besides the flannel ribbon and the hot glue.(The snow I had on hand but the Dollar Tree does sell snow).
Supplies:
1. Two round glass votive cups (Try to buy one large size and one smaller)
2. Hot Glue or E6000
3. Scissors
4. Ribbon
5. Ornament hat
6. artifical snow
7. Christmas picks
Clean both of your votive good before you start.
Take some snow and place it in one of the votive.
Place some embellishments to your votive in the snow.

This is where I used hot glue but if you want it permanent used the E6000.
glue the rim of the votive and sit the other votive on top.
Add snow to the top votive.
Add some embellishment to the snow.
Apply glue the top rim of votive.
add the ornament hat to the top votive.
I removed the ribbon that came on the hat.
Take a piece of garland finger.
Make the garland piece into a circle.
Place it around the hat.
I bought these bow ornaments from the Dollar Tree.
I took apart one of the bows and made my own bow. Glued it to the side of the hat.
I have this flannel ribbon but you can use any type of ribbon or even an old flannel shirt that you don’t want any longer. Cut a strip 20″ long and 2″ wide.
Cut little slits to both ends (making it look like a scarf).
I folded it in half and tied it around the two votive cups. I just tied it once and hot glued the tails down.
